Mentor-Protege Programs: Worth the Paperwork?

SBA Mentor-Protege (including All Small) lets large mentors and small proteges form JVs that compete as small businesses. Upside: JV eligibility, capability transfer, past-performance leverage. Cost: a real agreement, SBA approval, reporting, and a relationship that must actually function. Has anyone completed one? Was the JV route worth it?
